qualification
The Constellation is a secretive organization for criminal-minded imPorts: part villain network, part revolutionary movement opposed to control of imPorts by any government. You don’t have to be murderously evil to work here, but it helps! Membership in the organization is open to anyone who can follow the group’s rules and is willing to break the law.
The Constellation’s members are divided between Stars, Planets, and Satellites. The Stars are the secretive leaders and founders of the group, and are the only ones who know the full picture of the Constellation’s membership and plans. Planets are full members with full benefits: they can appeal to the Constellation for aid and protection, but must obey assignments given to them by the Stars. Satellites have fewer benefits but more independence: they are affiliates, not full members, which means they get less information and a smaller cut of the money. Planets can become Stars by proving their value to the organization and by OOCly demonstrating a reliable, committed activity level.
Astronomy-themed codenames are optional for members as an extra level of anonymity. Stars are named after stellar bodies. Planets are named after planets, dwarf planets, and extrasolar worlds. Satellites are named after moons and asteroids.

membership rules
The first rule of the Constellation is that you don’t talk about the Constellation with people you don’t know are involved. Secrecy is one of their greatest defenses. Members sometimes greet each other with the code phrase “The Stars are Right” to signal their belonging.
There is also the Patsy Rule: any public, high-profile Constellation operation must have at least one participant willing to get caught by heroes and take the fall. If the Patsy keeps their mouth shut and serves their probation time faithfully, they’ll be lavishly rewarded once they are free. If they squeal, they’re probably going to end up in pieces at the bottom of the Maurtia Falls canal.
The Patsy Rule exists to ICly deflect suspicion and curb in-depth heroic investigations. OOCly, it exists to ensure that hero players can make at least some progress while participating in Constellation plotting, and keep things fun.
Characters who break these rules may be expelled from the Constellation, have their assets seized, or worse. Some characters may be given the task of disciplining a wayward member through intimidation or pain.
