A villain team is nothing without some evil plans to engage in. This post outlines the activities that members of the Constellation can engage in as they pursue the organization's goal of freeing imPorts. Constellation members are also encouraged to run their own plots involving the organization. The Constellation exists to enable evildoing by all its members. It's a reciprocal arrangement: if you help them advance their goals, they'll help you rob a bank or seek revenge on your nemesis.
The only guidelines for character-initiated missions are that the players running the team be consulted beforehand, that mod approval is obtained through the plotting post, and that the mission doesn't contradict the organization's broader agenda: the Constellation does not support purposeless destruction or gratuitous attacks on civilians, as they seek to style themselves freedom fighters on behalf of imPorts.
The following small-scale 'Mischief' prompts are pre-approved by the moderators and can be used at-will to generate activity and CR. This post will be fleshed out further as the team grows and new plots develop.
FUNDRAISING : this organization always thirsts for new income. Hack accounts, heist jewels, scam the rich, even work honestly- do whatever you can to bring in new money for the Constellation (and yourself, of course). The 'ceiling' for fundraising is that anything more than $10 000 generated through a single crime will require plot approval.
ARMS STOCKPILING : The Constellation can never have too much firepower. Obtain or create weapons by any means necessary, and keep them secret and safe from do-gooders! The 'ceiling' for weaponeering is that anything more potent than mundane small arms and melee weapons will require plot approval.
RECRUITMENT : the Constellation is always on the lookout for new talent. If you encounter a promising imPort with the right attitude and useful skills, go ahead and bring them on board! Just remember: it's your ass on the line if they turn out to be incompetent or an undercover hero.
INVESTIGATION/RESEARCH : imPorts don’t know enough about their situation in this world, the truth about the Porter, or the agendas of the governments which use or abuse them. Find out all you can, and don’t let little things like ‘the law’ get in your way. Note that unlike most ‘Mischief’ prompts, investigating the government needs plotting approval if you're going to uncover new metaplot information.
PROPAGANDA : Too many imPorts are complacent with the status quo, and too many natives live in ignorance. Spread dissent and doubt regarding the government’s benevolence any way possible, whether on the Network or through the Majority Report. Telling the truth is preferred, but not necessary- just try to keep your lies plausible and consistent.
TRAINING : Criminal skills need to be kept sharp, and new recruits can always stand to learn a thing or two from their associates. Regular training helps to keep the Constellation’s members the best they can possibly be.
PAROLE PANTOMIME : The government’s foolish parole system for imPort criminals is easily exploited. Registered members of the Constellation can easily volunteer as ‘parole officers’, and thereby become responsible for ‘rehabilitating’ captured villains- or using their position to the Constellation’s advantage.

Outside of these prompts, the leaders of the Constellation will sometimes run missions related to Project NOVA. This is the 'master plan', the 'quest chain' for the Constellation's main arc. Project NOVA missions will revolve around imPort efforts to gain the means to take control of the Porter, and the defensive technology to defy the government and other enemies. All Constellation players should be clear on an OOC level that Project NOVA will not succeed in permanently overthrowing the Porter, the nanites, the Registration regime, or other key aspects of the game's setting- the point here is to cause lots of drama through the IC attempt!

The Constellation is also in the business of recruiting powerful NPCs to add more protection to their organization. These 'Comets' are at the bottom of the Constellation's rank system, subject to orders and discipline from their imPort trainers and from the team's leadership. They know the least about the organization, and are able to reveal little if captured by heroes or other crimefighters.
There are currently FIFTEEN 'Comets' available for plotting. They are all 'Centipede' super-soldiers artificially created by imPort research on willing human volunteers. For more about the origin and abilities of these soldiers, see the Resources post. This number may change as new members are recruited or current Comets are lost- NPC metahumans may join the team in the future.

ICly, this will mean gaining a personal superpowered protector and enforcer, in return for overseeing the Comet's training, equipment, costuming, and loyalty to the Constellation's cause. Serious plotting involving Comets should always be run through the game's plot approval post, especially if anyone is going to die. DESCRIPTION: One of the earliest 'Centipede' troopers, Roland was assigned to Count Dooku as a bodyguard as a gift from his ally, Raina. He is a mostly-silent and dependable protector with significant martial arts skills in addition to his powers. Little is known about his past and personal life beyond his well-paid job, which is just how he likes it. Like all 'Centipede' recruits, he is fanatically loyal to Raina, who gave him his new life.
